OKGOP comments on Democratic presidential debates

OKLAHOMA REPUBLICAN PARTY STATEMENT ON DEMOCRATIC PRESIDENTIAL DEBATES

(OKLAHOMA CITY, OK) - On Wednesday, June 26th, and Thursday, June 27th, the Democratic Party presidential candidates will meet in Miami, Florida for a two-part series of debates to be aired from 8:00 pm to 10:00 pm CST on NBC, MSNBC, and Telemundo.

Both nights will feature two different sets of ten candidates who qualified for their places on the stage by of meeting certain polling or fundraising requirements set by the Democratic National Committee. In reference to the upcoming Democratic presidential debates, Oklahoma Republican Party chairman David McLain released the following statement:

"Tonight and tomorrow night, 20 Democrat presidential hopefuls will make their case who should be the next President of the United States during the first televised debates of the 2020 election cycle. These debates will be sure to feature some of the top issues of the 2020 Democrat platform: promising an ever-increasing amount of "free" things to the public, increasing burdensome regulations on American businesses, hiking taxes on hard-working American families, obstructing President Trump as he continues his work to Keep America Great, and continuing the Democrat assault on the American dream," said McLain.

"The Oklahoma Republican Party looks forward to working hard to re-elect President Trump in 2020 across all 77 counties of our state and continuing the positive impact that has been made nationwide through his Republican leadership."

Horn calls GOP opponents "right-wing extremists"

KENDRA HORN CAMPAIGN CALLS GOP OPPONENTS "RIGHT WING EXTREMISTS" IN FUNDRAISING APPEAL

(OKLAHOMA CITY, OK) -- The race for Oklahoma's fifth congressional district has kicked off to a contentious start as Congresswoman Kendra Horn has begun trading blows with her GOP opponents. In a fundraising email sent on Thursday, June 20th, the Kendra Horn campaign claims that "4 right-wing extremists" have announced their campaigns challenging Congresswoman Horn's candidacy in the fifth district of Oklahoma.

This email comes two months after State Senator Stephanie Bice said Oklahomans "can't have a representative who answers to Nancy Pelosi and far-left socialist agenda" in her campaign announcement, referring to Horn.

The GOP primary field also includes Terry Neese, former owner of Neese Personnel Services, small business owner Merideth VanSant, and retired military veteran Michael Ballard.

REID issues 2019 grades for Legislators

FRESHMEN LEGISLATORS, NEW GOVERNOR DEFINE LEGISLATIVE SESSION;
LEGISLATURE SEES FIRST SURPLUS IN FOUR YEARS

OKLAHOMA CITY, OK, June 21, 2019 – The Research Institute for Economic Development (RIED), a non-partisan organization and producer of the annual RIED Report, a grading system of Oklahoma legislators’ votes on key economic development and business issues, announced today its 2019 RIED Report. The scores were awarded to lawmakers who served during the first regular session of the 57th Oklahoma Legislature. Over 50 freshmen served during the session

Under the RIED evaluation system, legislators earn points when they support job creation and economic development issues or vote against legislation that is harmful to job creation and economic development.  A score of 70 and above represents a passing grade while 69 and below represents a failing grade. Sixteen measures were utilized to compile the 2019 RIED Report.

“This was an interesting session on many fronts with legislators faced with a myriad of issues, including opportunities to advance pro-business and pro-job creation legislation,” said Mark Williams, RIED president.

“The vast majority of Senate and House members received passing grades of 70 or above with 14 members scoring 91 which was the highest score of the session. One bill, HB 2632, prevented these legislators from obtaining a perfect 100 score, and other legislators from scoring higher. The bill was hotly debated throughout the session with pro and con advocacy groups weighing in throughout the process. After much negotiation, the measure ultimately passed both chambers unanimously and was signed by Governor Kevin Stitt. Despite the robust debate surrounding the bill, and its unanimous passage, the measure is anti-business on multiple levels and could not be supported by RIED. First, the bill requires contracts between private entities to be reviewed by the Oklahoma Insurance Department rather than be contracted on the open market without government intervention. Second, the bill raises the cost of health insurance for any business that provides health coverage for its employees, and it raises the cost to consumers who purchase their own policies. Lastly, the measure fails to exempt plans governed by the federal Employee Retirement Income Security Act of 1974 (ERISA), which translates into ERISA plans now being governed by state law which preempts federal law which will almost certainly lead to legal challenges. The legislature’s passage of HB 2632 unfortunately cast a negative cloud over what otherwise was a positive and pro-business session for state lawmakers.”

Overall, 109 of 149 legislators received passing scores of 70 or higher, including 40 of 48 Senate members and 69 of 101 House members. Fourteen senators and 32 representatives scored 85 or higher.

“With so many new faces in the legislature, I was curious to see how the entire body approached issues that impact Oklahoma’s business climate and economy, both positive and negative,” said Greg Love, RIED board chairman. Overall, I am pleased with the pro-business votes of the majority of legislators, however it is important to note how just one anti-business vote on a singular piece of legislation can send the wrong message outside our borders. Following the 2018 session, I stated how important it was for the executive and legislative branches to seriously address budget reform, and the manner in which fiscal decisions are made across state government.  Progress was made this session, specifically in the form of SB 1, and I urge the legislature and Governor Stitt to continue to embrace policies and procedures that advance Oklahoma economically while positioning our state as a premier business destination.”

The 2019 RIED Report is available at riedreport.com.

The Research Institute for Economic Development was founded in 1997 and promotes economic growth through the evaluation of business, job and economic growth issues considered by the Oklahoma Legislature.  RIED is non-partisan and does not lobby issues, endorse candidates or campaigns.

OCPA column: Medicaid expansion no cure for rural health

Medicaid expansion no cure for rural health
By Jonathan Small

Those urging Oklahomans to expand Medicaid to provide taxpayer-funded insurance to able-bodied adults, at a state cost of up to $374 million annually, are touting it as a cure for rural health care challenges. But one look at what has happened in Medicaid-expansion states shows that claim is bogus.

In 2015, Moody’s Investor Services examined the effect of Medicaid expansion on hospitals. While hospitals in expansion states saw a decline in unpaid bills (called “bad debt”), the report’s author, Senior Analyst Daniel Steingart, nonetheless concluded that “big drops in bad debt do not necessarily lead to big improvements in operating performance.”

In other words, struggling hospitals continued to struggle.

In fact, the report noted financial performance in the hospital sector had improved nationwide and hospitals in Medicaid expansion states did not outperform hospitals in non-expansion states.

In Colorado, a state board reviewed the impact of Medicaid expansion and found, despite rising profits, state hospitals still increased prices. And when new hospitals were built, they were not built in underserved rural areas.

“New construction seems to correspond to the regions that do not need new facilities nor new hospitals, with new hospital construction concentrated largely in the higher income areas of Colorado, such as Longmont/Boulder,” the report stated.

Kentucky expanded its Medicaid program in 2014. In 2016, when Kentucky officials applied for a federal waiver to relax some associated mandates, they reported that nearly one-third of Kentucky residents were on the welfare program. Yet “the expansion has yet to impact the health status of Kentuckians.” While a study commissioned prior to Medicaid expansion claimed expansion would aid the state’s economy, in 2016 officials reported, “The reality is that Medicaid expansion does not pay for itself as envisioned by the prior administration …”

If you dismiss the experience of other states, consider what has happened in Oklahoma over the last two decades. From 1998 to 2018, enrollment in the traditional Medicaid program increased 126 percent, rising from 437,000 people to more than 1 million. The state cost of Oklahoma’s Medicaid program increased from $536 million to $2.3 billion, and billions more in federal funding also went to state hospitals.

Put simply, even without adding able-bodied adults, Oklahoma has already expanded its Medicaid program dramatically. If increased Medicaid spending translates into more rural hospitals, we should be seeing the results by now. Instead, rural hospitals are closing.

Those who want to expand Medicaid even more, in the name of “saving” rural health care, are doubling down a strategy that has been tried and failed. There are ways to address rural Oklahoma’s health care needs. Medicaid expansion is not one of them.

Jonathan Small serves as president of the Oklahoma Council of Public Affairs.

OKLAHOMA REPUBLICAN PARTY UNVEILS STATUE OF PRESIDENT TRUMP AT RE-ELECTION CAMPAIGN KICKOFF CELEBRATION

(OKLAHOMA CITY, OK) - On Tuesday, June 18, at 1:00 pm the Oklahoma Republican Party hosted a reception at the Oklahoma GOP Headquarters in Oklahoma City in the hours leading up to the nationwide announcement by President Donald J. Trump that he is running for re-election.

The event featured the grand unveiling of a sculpture of President Trump called “The President who Loved America” by acclaimed Oklahoma sculptor Brenda Angel, Ph.D. The public was invited to the event, which was also headlined by Oklahoma State Auditor & Inspector Cindy Byrd and several State Senators and State Representatives, including State Senator Nathan Dahm and Major Jay Steagall, (Ret.), and more.

"I am excited about the announcement from President Trump that he will seek re-election," said David McLain, chairman of the Oklahoma Republican Party. "The promises he made were the promises he kept. His strong leadership with proven global security and economic success has led to peace and prosperity. Oklahomans are eager to support their President!"

Senior United States Senator Jim Inhofe welcomed the announcement of the upcoming President Trump kickoff and the active efforts underway by the Oklahoma Republican Party to elect Republicans in the upcoming cycle, "President Trump has been a staunch ally of mine in rebuilding our military after years of neglect. I share his priorities of securing our country, rolling back burdensome regulation, and protecting our men and women in uniform. I look forward to working with the Oklahoma Republican Party to ensure that we re-elect President Trump and keep Oklahoma red in 2020."

The event featured speeches from Republican party leaders and elected officials and focused on rallying supporters across the state of Oklahoma to do their part in 2020 to ensure the re-election of President Trump.

“It’s an honor to be with everyone at the unveiling of the Trump sculpture done by Angel, a fellow southeastern Oklahoman,” said State Auditor and Inspector Cindy Byrd, the first female State Auditor, who was elected to statewide office by the highest margin in Oklahoma history. “It is an honor to support President Trump – he delivers on his promises.  President Trump loves this country and its people, and it is evident by his accountability and transparency – he led the biggest tax and regulations cuts on businesses since the late ’80s.  Trump delivers on expectations, and I look forward to what he will accomplish in the next four years.”

The same day, the Oklahoma Republican Party also began a push for fundraising for its "Victory 2020" campaign to train activists and to elect Republicans from the top of the ballot to local offices in all of Oklahoma’s 77 counties.
